Berlin, 1940. The city is paralyzed by fear. Otto and Anna Quangel, a working-class couple, live in a modest neighborhood where, like the rest of the population, they try not to attract the Nazis' attention. But when they learn that their only son has died on the battlefield, the Quangels decide to resist. They start writing anonymous messages criticizing Hitler and his regime, which they drop all around the city. If they were to be arrested, they know they'd be executed.
Inspector Escherich of the Gestapo soon takes an interest in their activities and a formidable game of cat and mouse begins. The danger only reinforces the determination of Otto and Anna and their love for each other. With time their silent but profound rebellion transforms their lives and their marriage.
