Léonie Koutcharev, a bigwig in the Interior Ministry, has lit upon a quick-and-easy fix for the problem of prison overcrowding. "Home Jail," a new-look rehab program, will board out hand-picked offenders with equally hand-picked families in the community. But there's a glitch from the start. Instead of receiving a harmless young felon, Jules and Norma Klarh, a childless couple in their late forties, find themselves playing host to a hardened king of crime.
